Management and Finance
In Chapter 4 we reviewed some of the matters most often put to us in evidence. Most of them concerned the way in which the NHS was administered, its structural organisation and its financing. In this section of the report we look in detail at how the present system operates and at what can be done to improve it. For many who work in the NHS this may be the part of our report of greatest interest. We think that while these matters are of great importance, not least because those who work in the NHS have given us so much evidence about management and finance questions, they are essentially secondary to those subjects which bear directly on patient care.
