EMERGENCY MOTION to Labour Conference 2025
This motion was submitted following a unanimous vote by the SHA Central Council 24 September 2025
UN Commission finding that Israel is committing genocide in Gaza
Conference notes: On 16th September, a UN Commission of Inquiry reported that Israel is committing genocide against Palestinians in Gaza and called on all Member States, including the UK, to “employ all means reasonably available to them to prevent the commission of genocide in the Gaza Strip”.
Alongside the ongoing genocide case against Israel at the ICJ, the report adds to international consensus that Israel is committing genocide in Gaza, including the International Association of Genocide Scholars, Amnesty International, and London Mayor Sadiq Khan.
On 16th September, Israel launched its ground assault on Gaza City.
On 18th September, the deadline imposed by the UNGA resolution to end Israel’s unlawful presence in the Occupied Palestinian Territory within twelve months expired.
Israel has killed over 65,000 Gazans since October 2023, including over 20,000 children; destroyed health infrastructure and caused famine by blocking food and aid.
Conference believes:
This report must mark a watershed in Britain’s foreign policy.
Conference accepts the UN Commission of Inquiry’s findings and calls on the government to:
End all military cooperation with Israel and employ all means reasonably available to prevent the commission of genocide in Gaza.
Ban trade that aids or assists Israel’s violations of international law, including with illegal settlements.
Impose comprehensive sanctions on Israel, including a full arms and trade embargo and a cultural boycott.
Ensure individuals, public bodies and corporations in the UK do not aid, assist or trade with companies profiting from the genocide and cancel NHS contracts with Palantir and Teva immediately.
